(e) The amount equal to five percent of the amount appropriated from the general fund for state aid to public schools under AS 14.17 (also known as the foundation program) for the fiscal year ending June 30, 2004, is appropriated from the budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to the Department of Education and Early Development for the fiscal year ending June 30, 2005, for payment as grants for supplemental aid to public education to school districts based on the school district's adjusted average daily membership to pay for instructional programs. (f) The amount equal to 105 percent of the governor's funding request proposed in SSHB 75 (Twenty-Third Alaska State Legislature) for general fund and general fund match appropriations for the University of Alaska for the fiscal year ending June 30, 2004, is appropriated from the budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to the University of Alaska for operations for the fiscal year ending June 30, 2005." Reletter the following subsection accordingly.
